The Employer’s Legal Resource: Mayor Bynum Issues New COVID-19 Executive Order

On July 2, 2020, Mayor Bynum issued Executive Order 2020-13 proclaiming a civil emergency related to COVID-19. The City of Tulsa is to continue to follow the OURS Plan for Reopening with these exceptions:

1. All bar and restaurant employees within the City of Tulsa are required to wear a cloth face covering or mask while working.

2. Events and gatherings with 500 or more attendees are required to submit a COVID-19 safety plan for approval by the Tulsa Health Department a minimum of 14 days before the event or gathering. No events or gatherings with 500 or more attendees may be held in the City of Tulsa on or after July 16, 2020, without this prior approved safety plan. Event organizers can email covid19plans@tulsa-health.org.

In his press conference, Mayor Bynum encouraged citizens to follow other CDC recommendations such as hand washing, social distancing, and the wearing of masks. He said further measures could be implemented at a later date but the measures put into place were based upon the current data in Tulsa County.
